The 13th Amendment
The 13th Amendment of the Constitution officially abolished slavery and also prohibits involuntary servitude. Lincoln was afraid that the Emancipation Proclamation would only be seen and a temporary war measure, so there was a need to establish a permanent abolition to slavery. The 13th amendment was proposed to the legislature of many states by the 38th Congress on January 31, 1865.
